Most countries are at peace (stable) most of the time. There is usually a war going on, but most of the entities in the system are not involved. Usually don"t get exactly what you want after war. States would rather get what they want w/out war. Us went to war w/ iraq in 2003 bc they though hessian was building wmd"s that would mess up us interests. Regime change can cause massive internal conflict. War as an outcome of a failed bargain. Misperception, wwi everyone thought the war would be over by xmas, kuwait, iraq though that us wouldn"t care enough to spend the money. Domestic politics, us attack on guatemala us attacked bc the gov. wanted to raise wage for banana farmers, which would affect production. Bargaining: negotiation where one actor gets more than another. Crisis bargaining: bargaining using force to get more. Coercive diplomacy: the treat of using force to get more (or else)
