Document Summary

Unitary state assumption : treats states as coherent actor with a set of national interests that belong to the state. Utilized often as basis of realism ( states are one, uni ed actor ). In expanding their own power or diminishing others. Con icts that arise between states are often due to the interests of domestic actors within them. Key domestic actors in foreign policy: leaders: those who make foreign policy decisions. They decide when to make threats, what demands to issue and whether or not to wage war: bureaucracy: collection of organizations that carry out most tasks of governance within the state. The in uence of people varies considerably with domestic institutions. Democratic countries give people low-cost way to participate, but in other kinds of countries, this isn"t the case. Usually more rational to bargain than to go to war, meaning states are always seeking negotiations other than war.
