England; 16th century: society was influx since the protestant reformation occurred; laws and rules establishes by the catholic church were challenged- keep whole groups of people uneducated and uninvolved. Economic flux happened as well since groups of poor people were no longer under the rule of the churches. Principle 1: local responsibility (municipal and regional governments responsible to administer help to the poor. Principle 2: relief plus moral regulation : you get relief (material help) as well as moral rules (married women, no alcohol etc. ) Principle 3: overseers: administer relief and moral regulation (first social workers), must provide help as well as make sure the rules are followed. Principle 4: local residency: poor must live in their specific municipality (people cannot move places to benefit of other residencies relief). Principle 5: different policies for deserving and underserving: deserving poor (under conditions- poor, husband left) versus underserving poor (via poor moral qualities - drinking, gambling)
