We use political economy is social welfare because it helps us understand the context. To explore the political economy of an issue or topic, we ask: Social policies express ideas about responsibility for social welfare. The laws and rules established by the roman catholic church were being challenged because people thought that the church had too much power. The poor people started asking trouble because they are no longer being repressed by the church. Volunteers and paid (cid:498)overseers(cid:499) were the first ancestors. Principle 1: local responsibility the governments that were responsible to. Principle 2: relief plus (cid:498)moral regulation(cid:499) you don"t get help with your poverty without getting rules about morality. You always get those rules (cid:523)example: you don"t have a man that you aren"t married to living with you or you don"t drink alcohol(cid:524).
