Social justice saw drug users as a criminal problem, and referred to them as. The drug users themselves saw society as the outsiders. All social groups create rules and attempt to enforce them. Social rules define situations and the kind of behaviour that are appropriate to them. Someone who is labelled an outsider may have a total different perspective. They might not agree with the rules and see the person who enforces them as incompetent. They may accept the label of being an outsider and agree that they are a criminal, some may refute the label. Deviance is not a quality of the act that lies in behaviour but the interaction between the person that commits the act and those who respond and label that person. Its not the behaviour itself that"s deviant, until people impose a label on it who"s infraction constitutes deviance and by applying the rules to particular.
