He concluded that society sees people who are drug users/outsiders and are seen. The drug users perceived society as the outsiders. There was a negative connotation to these people just because they did drugs. All social groups create rules and at sometime, they try to enforce them isn"t. The person who is labelled the outsiders have a completely different view on the. These rules define their social behaviour as what is acceptable and what matter. They may accept the label therefore not challenging it. Deviance is not a quality of the act that lies in the behaviour, rather it"s in the interaction between those who commit the act and who responds to it.
