The general law: the political conditions that gradually developed in political
environment. People lives are conditioned by modes or rules or relationship of social
systems. And how the political character is heavily influenced by the environment where
they live and the environment of their ways of living.
The third general law referred to the modes of sociality. Nature of civilization is
understood in terms of objective laws. By modes of human sociality, he refers to stages
epoch of development in human society. Ibn Khaldun believes the change is itself is what
determines the movement of difference. Ibn Khaldun indicates that civilization is
identical to human social organization. Three general laws that corresponds to three
stages are:
1. Badawa which is about tradition and culture. in which people operate with each other
and reproduce by themselves. characteristics of this phase is (Asabiyya.) it is central
to Ibn Khaldun theory. It refers to the social cohesion within the group. Bedouins
lived in bare necessity level with all members of the group share collectively with
ownership of the public property. Everyone take part of the production and is shared
among everyone. Decisions are made by consensus. The convention comes out of
customs and traditions. Groups living in this age in Asabiyya are seen as cohesive and
are solid groups. there is no hierarchy which is a characteristic of Asabiyya. There is
no hierarchy between gender.
2. Tamadun or urbanization in this stage, human corporation takes a higher form of
laws and governing.
3. Civilization it is an elevated stage from the second stage and it originated from the
first stage. It is ruled by general rule. New mode of living is emergent, “Mulk” means
(property) when those in power own land, and kingdom. In this stage a close relation
is struck between city life and the “state.” In this stage, new class of rich people are
beginning to present in class. These changed exert tremendous pressure on earlier
forms of political organization leading to the disunity of the group. Especially with
the emergence of these objectives conditions.
The mode of thinking of how society emerged and how it led to the disintegration and
how many classes came about from the disintegration of the group.
Human social organization exist because human beings cannot survive on their own, we
need to rely on others in order to survive and live collectively.
