There was a study done called the ericcson study where the study found that police engaged in what they referred to as constant proactive steps to remind marginal people of the order of things. Their goal was to prevent crime from taking proactive steps to stop the criminal act before it happens. Police were using this to show dominance over a certain minority group. We see this in toronto in the 1990s.
