It is possible that zeus wanted to unite the underworld with the earth/sky, which he rules over, so he allowed persephone to be abducted by hades. This union would favour zeus because he could exert some aspect of control over hades through his own daughter if she becomes married to him. Zeus might have known that demeter would not approve of the marriage since her daughter was still very young and she had the motherly instinct to protect her. Also, demeter may have not wanted persephone married to a god that rules over a dreary land far away where she would be isolated from her mother. This is why they may have done it without demeter"s consent. Gaia"s interference seems more troubling however, since she is zeus" grandmother (who acted like a mother to him), she may be replacing demeter in the role of motherly consent to the marriage.
