Grant presidency with its scandals made republicans look bad: voting, liabilities, combination of increased white voter turnout and decreased black turnout. Said the 14th amendment prohibits state"s rights from impeding in life liberty and property. But amendment has no say in citizen vs. citizen court outcomes.
