He practice was when they defeated the land they confiscated it, gave a third of it to roman citizens (generally the soldiers) and a portion is kept for the state. Slowly but surely protection was needed for these areas. The north needed protection from people coming to attack from the north, acquired help from other areas and secured the north. Between 500 and 275 bc, rome controls italy. Within the social structure of war there are also pro war feelings. A plebeian would vote for war for more land, a patrician would for the glory and riches. They could get elected to offices, and could receive more land.
