States are smaller and can better represent the people. Balancing the national government and the state governments, with a stronger national government. The states still hold a lot of power. Big states wanted representation in federal government by population. Small states want equal representation in the federal government: the virginia plan (big states) Congress would have two chambers (bicameral) with representation in each state by population. Citizens vote for members of the house of representatives. The house would vote for senators based on a list of candidates provided by the states.
