These are the rules that govern the structure of a phrase / sentence. What makes something grammatically acceptable" even if it doesn"t have meaning: ex: green fluffy pillows fly. Help you understand the sentences you hear / read. Rules that describe how something is supposed to be. But we need to be skeptical about these: language changes with the passage of time, what is proper in one period is different of what is proper at other times. This is why phrase structure rules are more often referred to: they are not prescriptive but are rather descriptive: rules characterizing language as it"s ordinarily used by fluent speakers and listeners. Sentence parsing means figuring out each word"s synactic role. If you wait until the sentence"s end: your comprehension might be slowed, but you avoid errors because your interpretation would be guided by full information about the sentence"s content, but people don"t use this strategy.
