Tilly: war making & state making as organized crime . Main argument: the way that states operate is similar to organized crime. A general tool used by states is force and violence. Racketeering- creating a threat, then charged for its reduction. It takes resources from the people by use of manipulation and convincing them that they are under threat. How a state forms: when the community is in a state of fear people (who say they will give money etc. ) seek and want representation. This is where the state is formed. People ask for representation (happens once they are fed up with paying the local power holder for protection) Max weber states that, a state is an institution that exercises a monopoly over the legitimate use of violence . Weber means that the use of violence is legitimate because it is there to protect the people. Tilly disagrees with the idea that the use of violence is legitimate.
