Texas could split into 4 additional states (5 total), one of which would be texas. The thought behind this was that the extra states could vote to be free or slave (hopefully free) states. Nothing about being legally allowed to secede: texas had accumulated million in debt. Federal government was not going to pay it off; texas had to do it itself: texas would be able to keep control of its own public lands (leasing, oil, etc. ). This was so texas could start paying off its million debt.
