Government can punish people only when there is a written law, created by established procedures. Under the law no government official is above the law. Laws are formal rules of conduct sanctioned by the state that: Serves a symbolic function --> sending message that society disapproves of particular acts. Before written laws norms evolved through social consensus and imposed by those in power. The core of the code was the principle that violators should suffer punishment equal to their offense. Was included in the bible & 10 commandments: english law. Created a single system law that became known as common law. This was used in the united states until they devised a new system of governing. Constitution: a document that specifies the components of government, duties of each component & limits their power. Statues: laws enacted by state legislatures and congress. Case law: decisions judges have made in previous cases. Administrative agencies: dmv (motor vehicles), epa (water management)
