Property owners (by 1860 only 4 states required taxpaying as a condiion to vote) African americans (15th amendment in 1870; not unil the 1960s in most of the south: white primaries, poll taxes, literacy tests. Lower classes: poll taxes (24th amendment raiied in 1964) Voing rights act of 1965: shelby county vs. holder (2013) struck down key elements of vra. Australian ballot (secret ballot) came into widespread use in the 1890s; before this ime the oral vote was used, and later paries printed their own ballots. Ciizenship: prior to 1894 at least 12 states permited nonciizens to vote. By 1920s, all states required that voters be us ciizens. Residency requirements: naional laws limit registraion to 30 days for voing in presidenial elecions.
