Cells that make up the structure is called endothelium. Purpose acts as a barrier, a layer of cell that covers the entire circumference of the lumen. It is a selective barrier, allows certain things to pass, most important: reacts to things that happen in our blood. If we have anything to happen to our blood, the endothelium releases chemicals that artery dilate or constrict.
