-people started viewing drugs as illness rather than crime so Narcot Control Act 1961 imposed harsh
punishments on drug users
-Le Dain 1969 commission called for gradual decriminalization of drugs but government ignored it
-Ronald Reagan 1986 declared war on drugs and Canada followed, leading to development of first
National Drug Strategy 1987 to reduce demand for and supply of drugs through enforcement,
prevention, treatment and rehabilitation, and harm reduction
