Difficult because: sovereignty, no obligation to obey, no central authority. Because of these difficulties, global governance is carried out by: various actors (world leaders) o institutions (un, networks (g20, rules (international law, process (trade negotiations) A good that is beneficial for the community as a whole: example: maintaining order, security, economic development. Can be tricky to achieve due to conflicting values within a community. Must distribute costs and benefits evenly which is tricky to do. We accept officials position since they are considered legitimate leaders. This is based on whether the person upholds the rules and procedures of the institution. Legitimacy can be lowered by poor performance or corrupt behavior. More legitimacy = less coercion (saves money; i. e. taxes)
