Act of parliament) can be federal or provincial. Before becoming a statute, passes through the legislature as a bill. Regulations (subordinate legislation: detailed rules refining, applying, or further describing broad statutory statements, passed by governor-in-council, parliament delegates to the government the authority to enact these rules, easily changed, flexible, easily hidden, much less visible.
