Accession to the EU

Criteria art. 49 TEU
- Only European States, i.e. geographical European area (rejection of Morocco)
- Respect of the values referred to in art. 2 TEU: respect for human dignity, freedom,
democracy, equality, the rule of law, and respect for human rights, including the rights of
persons belonging to minorities. These values are common to the MS in a society in which
pluralism, non-discrimination, tolerance, justice, solidarity and equality between women
and men prevail.

Copenhagen criteria
- Political: functioning institutions guaranteeing democracy (free elections, political parties,
free pass), rule of law (authority exercised in accordance with the law), human rights,
protection of minorities
- Economic: functioning market economy and capacity to cope with competition and market
forces in the EU
- Legislative: adopt acquis Communautaire, i.e. ability to take on and implement effectively
the obligations of membership
Procedure for accession to the EU art. 49 TEU
- The applicant state addresses its application to the Council
- The EP and national Parliaments are notified
- The Council consults the Commission
- The Council obtains consent of the EP (majority of membership)
- The Council decides unanimously
- Agreement between MS and acceding State
- Ratification by all MS
in practice, the procedure lasts years
