Those states hold legislations that facilitate lower wages because of the long lines of history of slavery that existed prior to this point. Or contingent labour (american term) is a form of work that has poor benefits (no pension plan or health insurance) and high levels of job insecurity, low wages, high risk of ill health. Its exemplified in forms of employment such as part-time, contracts, day, shift, seasonal jobs.
