Through the establishment of regimes among intl orgs, global governance is the ability to solve global issues/problems and to enforce rules and regulations. Global governance addresses 3 problems: 1. coordinates global linkages. rules and laws for managing the exchange of information, products, services etc for managing collective response to criminal activity. 2. responding to common, global problems like global warming, poverty, human rights violations. all require coordination and collective policy response.
