You’ve been tasked to come up with Canada’s new development priorities (five) for the new
Global Affairs Canada. Identify those five priorities, how they respond to core development
debates and explain why these should be the focus of Canadian development assistance for the
next decade. Be sure to draw on course materials (readings, lectures, films, etc).
The current international assistance priorities released by Global Affairs Canada include
increasing food security, securing youths’ future, stimulating sustainable economic growth,
advancing democracy, and promoting stability and security worldwide (Global Affairs Canada,
2016). These priorities are to be carried out while keeping in mind environmentalism, gender
equality and good governance. These priorities were selected as such to most effectively sharpen
Canada’s aid agenda, however with the knowledge imparted over the last semester I envision
five slightly different areas of focus that may more appropriately ensure all humans are able to
live a life they value. My proposed development priorities for Global Affairs Canada are as
follows:
•supporting development of rural communities and enhancing communication networks
•strengthening sustainable health systems
•securing basic primary education for youth
•building resilience of communities to accelerated climate change
•stimulating equitable economic growth
One of the main components of sustainable development emphasizes the necessity of
investing in grassroots’ initiatives and empowering poorer communities using people-centred
development (Module 2). As development around the world has continued patterns have
highlighted the uneven spread of globalization and technology, with urban areas receiving a
larger share of benefits in comparison with rural. Equitable aid must overcome this spatial bias,
as isolated villages have been excluded in the process of development on the ground of
convenience and cost efficiency (Module 2). The need to incorporate local communities
reinforces individual capacity and confirms that development is not passive but requires
participation from all ends. The policy of paternalism that has been pursued since development
assistance was introduced has reached its end, and we as both theorists and practitioners must
move away from assuming superiority of Western goals over others (Module 1).
The next two priorities, strengthening and securing basic health and education systems,
are closely intwined as they represent mutually returning investments in the same individual.
Healthier individuals are able to attend school or work regularly, building their productivity and
allowing them to gain uninterrupted professional experience (Haslam, 399). Educated individuals
are better aware of hygiene and basic remedies for illnesses, and are able to read or write for
those that cannot. Furthermore, these development priorities must be established with a
specialized focus on women and girls, to reiterate the fact that there is no genuine neutrality in
policies or development projects, and that this “neutrality” is actually male-biased and
