Salary caps come in 2 forms: a hard cap and a soft cap. In a hard cap teams cannot go above a certain level of expenditure under any circumstance. Soft caps are more flexible, they allow teams to go over under certain circumstances and exceptions. Reverse drafts are used to select players currently too young to be in the league. Usually the worst teams have the best chance to draft the best players (as they get to draft first). This was instituted to allow bad teams to draft and develop good players without the need of going into a bidding war with richer teams. Unfortunately, this created some perverse incentives like tanking.
