This paper is a review of how stabilization and adjustment measures have affected the poor and vulnerable during the 1980"s to date. It will provide a detailed analysis on the negative impact found in latin america and africa. In turn it will also provide the finding of success in some counties in asia. Thus suggesting lessons for other countries to follow suit. Macro performance is of critical significance for the human condition. Many ways of assessing if these adjustment programs have worked: The objective of most assessments is to compare what has happened with the programs, and what would have occurred with the absence of these programs. As a result there has been a considerable variation: Zambia and argentina have had sharply declining per capita incomes and investments and despite successive programs have not reduced the imbalances in their economies. Indonesia, burkina faso and mauritius, which have seen economic growth and rising rates of investment.
