Post-wwii second wave followed by second reverse wave . Few scholars optimistic about prospects for democracy in developing world: modernisation + cultural approach. But then third wave begins in mid-1970s (huntington): southern europe, latin america, eastern europe, parts of asia, parts of africa and former soviet union(sort of) Number of democracies nearly triples by year 2000. Modernist theorists: suggests that they are two poor. Cultural theorists: not conducive to democracy: not protestant. Economic dev: south korea, spain, taiwan in south africa. Change in the international env: relative backwardnessinternational environment on regime outcomes whether they democracise or not. Reasons for third wave: change in church. Product of changes that had taken place within the catholic church: Prior vatician ii: not democratic, theological issues, vatician issues. Under vatician ii: took a stand against dictatorships: end of the cold war. Ussr and us used power to support dictatorship in eastern europe: protect communist regimes. Changed under gorbachev: loosen repression, revoke military intervention.
