Comment on this base on ethical and cultural orientation

A man, who is from a prominent family in India, was the Director of the Art Museum. While he did a nice job in many regards, he was not coming in under budget. He was spending in excess of budget, and so the museum had to look to donors to find the difference. As such, it made me think about this topic around what ethical behavior is, and whether ethical behavior looks different to those from the Eastern world verses those from the Western world. He may have thought he was doing what was right for the organization, as he comes from a society where collectivism is valued more that individualism, and perchance this explains to some degree the difference between their expectations around what was ethical practice.
