Human resource department is considered the main principle root of any organization. During the pandemic covid-19 outbreak, human resource management is one of the main disrupting areas which facing a lot of problems. In this study, the focus is on the epistemology and ontology of the human resource management practice issues that have been circulating due to the covid-19 in malaysia government public service. The study suggests that covid-19 has a severe impact on employee career development, performance appraisal, employee performance, and compensation which required empirical attention of researchers. Base on the ontology reality no one has predicted the pandemic could gave such a huge negative impact on the career development of many employees in the country.
