Health
● A complete state of physical, mental, and social well-being, and not merely the absence
of disease or infirmity
● Sport would seem perfect, but…

■ Elite focus restricts rates
■ Injury rates too high
■ Do not provide sufficient physical activity
Also, the US is somewhat unique in 2 related areas when it comes to sport:
1. Unlike other countries that view the provision of sport as a responsibility of the national
government, the USA takes a more decentralized, market-based approach
2. Sport has historically been absent from public health policy
● Sport hasn’t been legislated or tied into policy much
Free Market Capitalism Functions in Place of Government
● Private sector believed to be more efficient than government for providing solutions,
shifting power to individual actors
● Only Federal Legislation Addressing Sports Policy: Amateur Sports Act of 1978 –
Provisions:
○ 1. Grants the US Olympic Committee and its NGBs (national governing bodies)
the power to coordinate and develop amateur sport in the US
○ 2. Encourages sport facility development
○ 3. Offers assistance to sport for women, the handicapped, and ethnic minorities

● Amateur Sports Act passed as a political reaction to poor performance relative to
Cold War adversaries in 1972 Munich Olympics
