Everyone has the right to punish the transgressor, to be the executor and demand reparations (9). From our perspective, when someone does wrong to us, that is always worse than we do someone else wrong. There are certain inconveniences in the state of nature that lead men to from political societies. Page 12: in the state of nature everyone has executive power, but it is unreasonable for this because self love makes men biased to themselves and their friends. God has appointed government to mediate the partiality and violence of men. Locke is essentially having a debate with thomas hobbes. Hobbes had written the leviathan which described the state of nature as the state of war, and the resolution was divine monarchy. But locke is saying that he agrees with these problems in the state of nature, but the solution is not a divine right monarchy.
