Any person may petition to list a species by submitting information on the biology, distribution, and threat to the species. Fws or noaa must respond within 90 days. If petition provides substantial information on threat status, agency can conduct more research. Must issue findings on species within one year. Listed species must have status reviewed every 5 years. Esa main goal: (cid:364)to provide a means whereby the ecosystems upon which endangered species and threatened species depend may be conserved(cid:365) Critical habitat: those areas with particular features essential to a species that may require special management and protection for the species to persist. Only 1/3 of species have critical habitat designated. Space for individual and population growth and normal behavior of individuals. Sites important for breeding and rearing offspring. Current valuable habitats that receive protection or represent historical range of species. Requires an economic analysis of costs and benefits.
