People who normally don"t participate but if their families are involved or are affected, they will do everything (vote, go to meetings, etc) More important at the state and county level than at the local level because state elections are partisan. Non partisan election, general election where party affiliation is not on the election ballot. Primary election: all candidates in same party, choose candidate to lead party. Will be a winner unless the state requires a majority to win a primary. More powerful at local level, not state level. Because there is rarely conflict between interest groups. When they all agree, they get what they want, they"re all winners since there is no opposition. They choose candidates to run for public office. Major parties choose them through primary elections. Parties will vote for the dead person before a candidate on the other side just so the person won"t get voted into office by a majority.
