With websites and increased digital copyright, the government has some foresight in thinking about limiting liability for some website to ensure the growth of the internet without everyone suing everyone. The digital millennium copyright act (dmca) has an exception to the rule of contributory copyright infringement called the safe harbor to prevent websites from being liable for infringing content they were unaware about. This says that if a website is neutral to the infringed copyright content it has posted and doesn"t post its own content (someone else did online), then the website can"t be liable.
