If there"s a counter example, you must modify the law! If the counterexample is not or cannot be accounted for, you have to throw the whole law out. There"s always a way to show something is right thus all must depend on proving something wrong. Theory: a statement that tends to explain a collection of observations. : - said that instead of the earth being in the center, the sun is the center and the earth is a planet. His theory had to be tested couldn"t find a counterexample because it is right! Even though it is right, it still contains intrinsic falsifiability. The lack of finding a counter exam supports this theory because it is consistent with every observations.
