Federalism is the part of the constitution that divides the power between the federal government and the provincial government. Known as the british north america act before 1982. 1982 includes the charter of rights and freedoms. British north america act was negotiated over three conferences. Over this time belief grew that it would be advantageous if some of the colonies in. British north america joined to become their own country. Would be a relief on britain because they wouldn"t have to use as many resources. Good for bna because it would break down trade barriers. Colonies in bna were worried about threat of american military invasion. 2. government jurisdiction shared by two levels of government. 5. each level of government is independent from the other and they derive their governing powers from the constitution. 6. central government has power to deal with national issues, to make laws applicable to all citizens and to represent the units of the federation.
