Judicial interpretation: shaping what our constitution means, formally amending. If they are changed, it is a very slow process: very rare to see this process work. Federalism in the world: us - centralized in 1787, canada (1867)-in-between , started off thinking we would be centralized but we increasingly became decentralized. Special features of canadian federalism: both levels of government are equal and have full jurisdiction within their assigned powers. John a. macdonald wanted strong central government and thought the british north america act had achieved this. In canada, federalism ensured we have a nation but it also complicates democracy. What did the bna act/ca 1867 do: created the federation: national government, provinces, territories and governments for each of them.
