If you have mutation in promoter or terminator since those are regulator proteins (determine how much of protein made, or location) has a detectable effect b/c affects the function or avaliability of protein. If you have mutations on intron exon borfers splicing may occur incorrectly then you will get an insertion of introns. Mutations in non coding regions can effect gene expression increased/decreased protein levels. Depending on mutation is and consequence may have different phenotypes.
