Escalating protests to war: sometimes protests segue into armed war, but only sometimes, usually, protests are violently suppressed or, government makes changes or, protestors or politicians change government through election. Which is better: protests or elections, more obvious answer is election. If we want to prevent war, critical to learn how to manage con ict - or keep people happy. Institutions and protests: political institutions help determine whether or not citizens, protest, peacefully, violently, engage in other forms of political participation, voting, lobbying. Failures and collapses: all governing institutions strive to provide some semblance of government of the people, by the people. Process through which individuals and groups rash agreement on a course of common, or collective, action to allocate public resources and to create and enforce rules for the operation of society. Even as they continue to disagree on the goals that action is intended to achieve.
