Mansfield and snyder (m + s) argue that the challenge is getting to this point. Democratic (& wealthy) countries are much less likely to suffer from political violence: much less likely to go to war against each other. Non-democratic countries are where we find many instances of fighting & civil war. Creates institutions that enable groups of people opposed to the government to replace that government peacefully with popular consent: authoritarian regimes cannot be overthrown through institutionalized mechanisms. Overthrown through non-violent resistance like massive protests and strikes. Enable government to be responsive to people: create incentives for leaders to do what people want in order to win re- election, allow. More control over government by people: eliminate prebends, mechanisms to stop corruption. Possibly more redistribution, and therefore fewer grievances.
