Brian mulroney initiated pursuit of american-style wod in july 1982. Wod had more to do with popularity of conservatives than any actual drug problem in canada. Created moral panic of drugs, society needed to be protected by the state, moral panic created around drugs, competition among political parties to be shown as the major force to control this epidemic even though there wasn"t. Within less than a year of this election mulroney and conservatives started one dropping in the poles, rates consistently dropping = in political trouble.
