Policing (characterized by a transformation in governance of security) is being transformed and restructured. 3 main trends: -most countries private police outnumber public police. Most places (where people spend their times on a daily basis) are equipped with visible crime prevention strategies/devices provided by non-go(cid:448)er(cid:374)(cid:373)e(cid:374)tal groups. The reconstruction of policing is occurring worldwide despite differences in wealth and economic systems. Meaning there is less involvement of the state. Governing both the future and the past (concerned with past unsolved cases and current) Mentality of public police: penal, punishment, concerned with rules and measured process. Centralizing: high policing (big drug cartels and such). Decentralizing: low policing (policing the streets like traffic lights, foot patrol, maintaining order) decentralized because not just police do it, it becomes private police too. Uncoupled security from justice (interested in reducing losses than validating legal norms) Mentality of private security is: conciliatory, desistance, concerned with outcome and speedy process.
