Lecture 7 local governance of crime: the rise of private security. The heart of it is the governance of security. Community policing is a philosophy adopted by the police. A partnership between the police and the community for crime prevention, order, etc. It emerged in the late 60"s a(cid:374)d early 7(cid:1004)"s. Keynesian community policing: a framework for preventative, welfare-oriented approach to policing. Welfare oriented meaning we go to the community with the help of expert knowledge the causes and factors that bring rise to criminality. It does not blame the individuals ever, its not the individual that causes crime, its their social environment. The object of governance is the social (the social is all the services that provide a safety net for the community, so getting help from health care, help from school, help from other institutions). Through governing the social, we are governing the individual. The role of the police in this model becomes the governing of the social.
