Substantive representation depends on: access to positions of genuine power opportunity, impediments to legislative autonomy opportunity, inclination to pursue a feminist or women-friendly political agenda . Rules and practices that limit initiation of legislation by legislators (parliamentary v. presidential systems) Stronger in parliamentary systems than congressional systems: depending on the issue there is free movemebt between party lines. Stronger in some parliamentary systems (e. g. , canada) than others (e. g. , uk: provides expectations and normalization for the people voting and depending on the parties, canada is the most disciplined political system in the world. Sometimes even when the party is free to vote the cabinet isn"t free to vote they would still have to vote the party line. Lack of women in legislators if there is a group in token number they wont feel free and able to act for other women. Motivation: are women legislators willing to act for women.
