Interactions of broad variety of actors that work at global level: actors include: states which are the primary actors realist consider states only actors worth considering, actors also include organizations of states, and multinational corporations. No government at international level which is anarchy: no central authority. Theorists think its good there is no global government. Global governance restrains actions of states: some believe this is true, lack of full authority means anarchy. Jean jacque rosseau has a stag hunt analogy, which can be understood using game theory: five hunters all suffering from hunger, since hunger of all can be fixed by working together they do. While hunting for stag, a hare comes across their path. Hare can only satisfy one of the hunters, so one defects meaning the stag gets away and four are left hungry. If hunting a deer, must remain faithful to post. Example shares idea of self interested rationality.
