Less harm: success is a slippery topic, hard to tell what success is. Rather than individual alone, addiction is the result of triad: agent (substance, host (consumer, environment (substance availability, social norms) Not possible to eliminate addiction, concentrate on impact, e. g. disease, crime, family breakdown, lost productivity; we need to reduce the harm caused by this behaviour. Dead people can"t receive from addiction . Avoids moralizing, not focused on reduction in use. People use drugs because they bene t from them: when you start to moralize you start to push people out. Incorporates all arid (legal and illegal) into single category- drug users rather than addicts and drug abuse. Humanity: suers are human bings with rights to self-determination and input on how to reduce harms to themselves. In process, society as a whole will bene t (lower healthcare costs, lower policing costs, less inequality) Moral argument, tough sell drug election cycles. Demand of legal producers: keep productive maximally available.
