Reflection #2
Last week’s lecture was on Rational Policy Making Cycle and
Engagement. This cycle is broken down in to 6 stages: problem identification,
agenda setting, policy formation, decision-making, implementation, and
evaluation. Since this is a cycle, the process doesn’t stop. There is always
improvements one can look for. The most important aspect of this cycle is
actually identifying the problem. The government and public both have to see
something as a problem before they do something about it. Once the problem is
at the last stage of implementation and evaluation, you are able to find more
ways to improve it or finalize. This is where you can see whether the solution
worked or not. if not, go back and find another possibility. The three types of
evaluation include administrative, judicial and political. Once the evaluation
satisfies these, you can go on to see the impact of it. Either you terminate the
policy, continue it, or identify partial success and partial failure that may need
more modifications, hence the cycle. The lecture then went on to talk about
Engagement. It focuses on how well individuals work effectively with people,
organizations and partners with the federal public service. This then encourages
better flow of information, increased trust, and collaboration results in respect
and equality. We can engage with ourselves, with other colleagues, and
community or stakeholders. I can personally speak on this as I am very involved
with school clubs and community. Without engagement, the group cannot
succeed as a whole. And without participation and engagement, its hard to reach
group goals.
