Last week’s lecture was on The Role of the Public Service. The lecture
started off with mentioning Elected Officials. This includes the Responsible
Government and the Cabinet and Ministerial Responsibility. Under the
Responsible Government it consists of the Legislative Brand and the Executive
Branch, where the Executive Branch is accountable to the Legislative Branch
and for elections. Under the Cabinet it consists of Individual Responsibility and
Collective Responsibility. Individual responsibility is where the individual minister
has to answer to Parliament about everything that happens in their portfolio.
Under the collective responsibility, the according minister is responsible for
everything even if something goes wrong. This also results if something does go
bad, it’s upon the minister, to which the minister can lose their position or have to
resign. Then the lecture talked about the Traditional Bargain. It consists of 8
parts of the Executive Branch that are considered. This was a pretty interesting
lecture.
