The ocular dominance columns has cells which respond to the right eye specifically and the left eye specifically but most cells respond to most of them. When you deprive a cat from its vision early, most of the cells which usually respond to the right eye only respond to the left eye. If the cats are cross eyed, the overlap of the image disappears from the brain. There are critical period periods for plasticity periods in which these major changes can happen. If you pass this period then you can only have minor changes. Different brain areas have diff critical periods during development. You can change the critical period for cortical brain development through chemicals such as gaba (a major inhibitor in the brain) Most critical periods happen early in development. When you deprive someone of their sight early in the development, there is a degeneration of the visual tracts.
